Dacia Square constitutes one of the most significant public spaces within Buzau Municipality, with a history spanning several decades of urban development. The progressive deterioration of pedestrian infrastructure, deficient public lighting, and the absence of contemporary urban amenities have led to a significant decline in the area's attractiveness for citizens and visitors alike.

The diagnostic analysis conducted during the project substantiation phase identified multiple structural deficiencies: pedestrian paving exhibited cracks and unevenness across approximately 60% of the surface area, the stormwater drainage system was undersized, and the existing urban furniture no longer met current standards of comfort and accessibility.

The Intervention Works Approval Documentation (D.A.L.I.) substantiated the necessity for an integral rehabilitation across an area of approximately 18,000 sqm, with an estimated investment value of 24 million RON.

Objectives and Design Solutions

The primary objective of the intervention targeted the transformation of Dacia Square into a multifunctional public space, capable of simultaneously accommodating commercial, recreational, and cultural activities. The project proposed a complete reorganisation of pedestrian flows, the creation of distinct zones for each activity type, and the integration of universal design elements.

The design solution encompassed the integral replacement of pedestrian paving with durable and permeable materials, the installation of a modern public lighting system with LED fixtures, and the implementation of modular urban furniture. Green spaces were expanded by 25% compared to the previous condition, including shade tree plantations and planters with native decorative vegetation.

Accessibility for persons with reduced mobility was ensured through access ramps, tactile paving, and guided pathways integrated into the overall square design.

Community Impact

The rehabilitation of Dacia Square has generated a positive impact on urban dynamics in the central area of Buzau Municipality. Pedestrian traffic recorded an increase of approximately 35% in the first year following completion, while the commercial activity of adjacent economic operators benefited from significant revitalisation.

The project was financed through the Regional Operational Programme, with a European non-reimbursable funding contribution of 85% of the eligible value. Post-implementation monitoring confirms the achievement of performance indicators established in the funding application, including public space utilisation rates and citizen satisfaction levels.
